The web site, cleverly renamed as a number so as to not reveal the host, is a free site, one of hundreds that don't cost the operator any money to create or maintain. The "Remove" email address (ending with @hotmail.com) is also one of many such free amenities on the web. Legitimate businesses don't use untraceable aliases to mask their identities.
